Richard Propster, SPHR-CA
Richard Propster, SPHR-CA, specializes in organizational change management through his consulting firm: Segue Solutions. Prior to retiring in 1998, he spent over three decades in municipal service, over 21 as the department head of a multi-million-dollar municipal department. He holds a Bachelor’s degree in Vocational Education (CSULB) and graduate degrees from Pepperdine University and Claremont Graduate University. He holds the SPHR, PHRca and SHRM-SCP certifications.
